Executive Order 13423 Technical Guidance - Renewable Energy & Green Power
Technical Guidance
EPAct 2005, Sections 203 clearly define the requirements for Renewable Electricity Consumption by the Federal government between FY 2007 to FY 2013 and beyond:
- Not less than 3 percent in fiscal years 2007 through 2009.
- Not less than 5 percent in fiscal years 2010 through 2012.
- Not less than 7.5 percent in fiscal year 2013 and each fiscal year thereafter.
These goals can be met with site-generated Renewable Energy and/or purchases of renewable power/renewable energy certificates. [Note: Current renewable goal guidance is available from the FEMP Renewable Energy Working Group. The final guidance should be done by this summer.]
Section 204 addresses the use of PV in federal buildings and reiterates the Milllion Solar Roof goal for the: Installation of 20,000 Solar Energy Systems in Federal Buildings by 2010, respectively. [Note: EPACT states that GSA may establish a PV energy commercialization program. Not sure of the status.]
Recommendations
Utilize renewables by developing on-site generation projects or via renewable power/renewable energy certificates purchases. Renewable power purchases may provide an opportunity for a site to stabilize their electricity bills.

- Emissions & Generation Resource Integrated Database—eGRID is a database that provides information on the air quality attributes of almost all the electric power generated in the United States. Allows agency to estimate the amount of CO2 emissions avoided, among other measures.
